Billy Joe Carter, age 71, passed away Sunday, May 15, 2022 after a brief encounter with cancer.

Billy was born October 24, 1950, in Waynesboro, Mississippi, the son of the late Jessie Lee Carter and Annie Ruth Dixon-Carter.

Billy Graduated from Riverview High School in Waynesboro, Mississippi. Billy was offered a football scholarship to Alcorn College. However, GE offered him a job he couldn't refuse ($$$$). After leaving GE he moved to Boston Massachusetts for several years. Upon returning to Erie he worked at several of the foundries along west 12th street until his health began to fail. Billy enjoyed playing cards and back in the day he was pretty good with the "STICK" (Pool Stick). His other passion was playing the daily lottery and like most of us he rarely won.

Anyone who knew Billy also knew a kind and giving person. He spoke often about his family and in conversation he always wanted to know how they were doing.

In addition to his parents, Billy was preceded in death by his sister Joan Carter-Gilmore. His maternal grandparents Houston Pickett and Clara Dixon-Pickett and his paternal  grandparents Dan and Vennie Carter and great maternal grandmother, Joshphine Cooley-Dixon.

Billy leaves behind to cherish his memory, his twin children; daughter, Teresa Carter-Bounds, his son Terrance Carter, of Flint MI., his brothers George Carter, of Rockingham, NC., Alir (Eloise) Carter,Willie Carter, of West Palm Beach FL. and Johnnie Carter of Erie, sisters; Regina Carter-Jones, of Mobile, AL. , Debroah Carter-Dixon of Erie, and Patricia Carter, of Texas. Billy is also blessed with 7 grand childrens and 7 great grand childrens as well as his former wife, Elaine Glover-Carter.
